Read part 1 and part 3.

The blue underskirt is the basic skirt from Simplicity 1728, gathered all around instead of pleating the front. The aubergine overskirt is 6.5 yards of chiffon with three deep tucks in the bottom third. I calculated the tucks so that I could use the selvage edges at the top and bottom rather than dealing with a fraying cut edge.

Both of these were gathered onto a 2 inch waistband of purple over blue. Since the waistband of the skirt is doubling as the waistband of the dress and goes over the bodice instead of under, I made it slightly larger than my normal waist measurement. I used heavy sew-in interfacing to give the waistband some stability and structure.

I did end up hemming the bottom of the chiffon after all, but the selvage edge still served its purpose and made my life easier. And there were no curves or weirdness with it stretching since it was one long straight piece.
